Why does the compound have to go on the open space?

Careful consideration has been given to the location of the compound, with alternative locations on site and nearby having also been considered. Importantly, the open space offers the most efficient and safe location for the compound. This location:

 

Do you have permission to put the compound on the open space?

Yes - Bellway still own the land but importantly we have coordinated with the Solomons Seal (Horsham) Management Company and Managing Agent regarding the use of the open space for the compound. We thank them for their constructive discussions and will continue to liaise with them throughout the duration of the works.

We have sought planning advice regarding the compound and have been advised that The Town and Country Planning (General Permitted Development) (England) Order 2015 makes it clear that there is no restriction on the duration of temporary buildings associated with works such as this. However, please be assured we will be working hard to complete these additional necessary works by the end of July.

 

What will happen to the two pieces of public art that are on the open space?

We are aware of the importance of these pieces of art and these will be protected for the duration of the works by wooden boxing around them.

 

Will the existing fence around the open space be removed?

No – the vast majority of the fence will remain in situ, with the compound heras steel fencing being placed alongside it. A small section of the fence at the southern end of the open space will however need to be removed in order to accommodate the construction vehicle entrance/exit to the compound. Once the works at Solomons Seal are completed this small section of removed fence will be reinstated. 

 

What is being done to minimise the impact on neighbours near the compound?

We have listened carefully to feedback received from residents after our initial email in September and have looked to minimise the size of the compound to enable a larger area of the open space to be retained for use during the period of the works and to reduce the impact on immediate neighbours. What hours will you work?

Work will be permitted to take place between 8am – 5.30pm Monday to Friday, 8am – 1pm Saturday (if necessary) with no working on Sundays or bank holidays.

 

What is being done to keep Solomons Seal clean and tidy whilst work is taking place?

Dust suppression measures including dampening down and wet cutting will be employed and where necessary any stored loose materials in the compound will be covered. Contractors will be required to keep the work areas clean and tidy and a road sweeper will be deployed as and when required.

 

What happens to the open space when the work is finished?

The compound will be removed and Bellway will ensure that the open space is restored to grass (through seeding which is the preferred approach of the Management Company). A full specification of the restoration of this space, including removal of any contaminants, will be shared with the Management Company prior to the remediation of this open space.

 

Where will contractors park?

All contractor parking will be contained within the compound. Under no circumstances will they be permitted to park elsewhere at Solomons Seal. All contractors will be advised of this when they start work and there will be regular reminders throughout the duration of the works at team briefings. Contractors will be encouraged to car share to reduce the amount of vehicles.

 

How long are the works expected to take?

We anticipate main work to be completed by the end of July 2026, with final tarmacking to follow and dates to be confimed once sign off has been received from Southern Water and Highways.

 

What measures will be taken to ensure access will be maintained to properties whilst the work is being carried out?

Civio will work hard to maintain wherever possible vehicular access to properties throughout the works. Often this will include the use of ramps to divert traffic around the work taking place, with marshals being present to direct traffic and oversee safety. Where a section of footpath needs to be closed, this will be fenced accordingly and an alternative route provided for pedestrians.

 

How will you ensure that the works are done to an acceptable standard?

Bellway Homes will be monitoring the contractors work on a regular basis and will inspect the works within each excavation prior to allowing the contractor to backfill. We will also be requiring Civio to record all aspects of their remedial work with photographs as it progresses. Upon completion, Civio will be required to provide CCTV evidence of all adoptable drainage runs on the development. Bellway will also be keeping Southern Water and West Sussex Highways informed of progress and inviting their inspection during the works and at the conclusion of works prior to the adoption process.

 

Who is paying for these remedial works?

All costs associated with the remedial works including restoring the area of open space used for the compound will be covered by Bellway.
